In a crime-ridden city, people live not by the law, but by convention. When corrupt businessman Wataru Gojo, having once again evaded prosecution, decides to run for mayor, the prosecutor releases Makoto Torada, a former police officer serving time for murder, on parole. His task is to lead a secret task force of homicide officers and, by any means necessary, secure the arrest of the insolent Gojo.
