The Pumpkin Moon event is where you get The Horseman's Blade, an item required to craft Terraria's best weapon, the Zenith sword. But the event also gives you an achievement, as well as plenty of gold and lots of other interesting items.
The Pumpkin Moon event can be triggered at any time, not just around Halloween. You'll need to craft the Pumpkin Moon Medallion and use it to trigger the event.
