240p Over HDMI to Component (Almost) - Raspberry Pi 3 Retroarch/Lakka

Trying to resolve the sync issues with the vertical scrolling. If anyone has any ideas? Maybe hdmi_timing or hdmi_cvt in config.txt?

I have been using "hdmi_mode=8" on the pi3 and I am very close now.

The TV is producing 240p and natural scanlines. I had to do a single tweak to the retroarch config, but I cant seem to get rid of the vertical scrolling or sync issue as seen in the video. I am using a Pi3 and retropie/lakka/retroarch. The vertical scrolling/sync issues happen at boot time on all distros and menus. I have tested on 2 different TV's. Same issue.

Any ideas?
The only tweaks to the boot/config.txt was:
hdmi_group=1
hdmi_mode=8

I as thinking maybe someone what a bit more knowledge might have an hdmi_timing or hdmi_cvt solution that might work. As this could be a very cost effective solution to get 240p from the pi3 HDMI port into standard component.
