Enable Dark UI Mode and Dark Content Mode in Chrome for Android

Use the chrome://flags to get to the Chrome system settings.
Search for Dark Mode and Enable it. Relaunch app.
Go to settings area and find Theme appear, which has the option to choose between light and dark mode.
