Backstory (include how they got scouted!):
After the death of her sister. Kotori was always watched by her parents, afraid that something would happen to her. She would often be isolated and lonely because of their overprotective nature. However...Kotori never really thought much about it. This was not because of her parents overprotectivness but because she's scared. Kotori was always scared for the future but because of her sister's death and her parents protective nature, it only worsened.
She made sure she did everything to have a safe future. Making sure she had high grades, friends with everyone, had no enemies, making sure everything was perfect. No risks would be taken, she didnt know she would regret it later on.
But then...the future she planned out was so dull. She didnt know that until she started living it. It was so dull so quiet. Everything was the exact same. Like she was in a loop. She hated it. She started to hate the future she created for herself. She started questioning herself, "Why did I want this?" She cheated herself.
Because of her past regrets, Kotori want to live a live where she can be happy. It;s fine if there are risks. She would rather live a life full of risks then a dull one

Hope's Peak noticed repeated instances of Kotori's name appearing on the list of participants for various high-risk activities as well the dates would be so close like she did it on a weekly basis. This piqued their interest and led them to investigate further, potentially leading to her discovery and recruitment.

Kotori may act stupid and dumb but she’s actually not. Because of her past decisions and hours of studying, she would know things that people wouldn’t really think she knew. Like how to solve difficult math questions, ancient pieces of history, how to read in between lines and stuff.
Kotori’s hair is very very tangled that it would be impposible to brush her hair without it hurting. As well if you do manage to brush it, it will soon get tangled again after a few minutes or hours.
