How to make a custom critical hit particle for TF2 [READ DESC.]
apparently the -force32bit target in launch options might not work, at least not for everyone, so your best bet would be to install the 64 bit -tools fix i've linked below (unless valve already updated 64 bit tf2 to work with tools, i have no idea i haven't kept up with this type of stuff at the time of writing this, 12/13/25)
