HISTORY:
The program was formerly called the Earth Resources Observation Satellites Program when it started in 1966, but was changed to Landsat in 1975. In 1979, Presidential Directive 54 under US President Jimmy Carter shifted Landsat operations from NASA to NOAA, recommending the development of a long-term operational system with 4 additional satellites, as well as recommending a transition to Landsat privatization. This was in 1985 when EOSAT, a partner of Hughes Aircraft and RCA, was selected by NOAA to operate the Landsat system on a 10 year contract. EOSAT operates Landsat 4 and 5, has exclusive rights to market Landsat data, and develops Landsat 6 and 7.

In 1989, the transition did not end in its entirety when NOAA's funding for the Landsat program ended, and NOAA tackled Landsat 4 and 5 before it ended; however, the US Congressional Act provides emergency funding for the remainder of the last year. This funding stopped again in 1990, and once again Congress provided emergency funding for the next 6 months. The funding problem occurred again in 1991, and resulted in a similar solution.
In 1992, efforts were made to disburse funds for the continued operation of Landsat, but at the end of the year the EOSAT stopped processing Landsar data. Landsat 6 was launched on 5 October 1993, but suffered a failed launch. NASA finally launched Landsat 7 on April 15, 1999.

Landsat 3 - launched March 5, 1978, ending 1983
Landsat 4 - launched July 16, 1982, ending 1993

Landsat 6 - launched October 5, 1993, failed to reach orbit
Landsat 7 - launched April 15, 1999, still functional
Landsat 8 - launched February 11, 2013, is still functional
