After Download You Need to Extract it. Because It’s a Zip File for Extracting this File You can use WinRAR Tool. After Extracting You See an OpenGL .dll File. Copy OpenGL .dll File.
Right, Click on Blender Icon that’s Showing on Your Desktop And Click on Open File Location.
and past the Copied File to Blender folder.
Now Open Blender it will run without the graphic card error.
