Recently, news spread across the media that starting in 2026, all universities plan to transition to "basic higher education" instead of the current bachelor's degree. This marks a final departure from the Bologna system. Whether the transition will actually happen remains to be seen, as the deadlines have already been pushed back. "In our higher education system, which will be in place from 2025, there will be no concept of a 'bachelor'. It will be higher education and specialized higher education," the minister stated in May 2024. And now they're talking about 2026. After Putin's direct line in February 2023, when he proposed "returning to Russia's traditional basic training of specialists with higher education," almost six universities immediately began enrolling students in the Basic Higher Education program, and have been doing so ever since. Other universities haven't yet joined the experiment. So what can we expect from this reform, other than a name change? It's not entirely clear yet. Perhaps they'll change the length of study and rewrite the programs in some places. They might cut places in the master's program: there were hints that the new "Basic Higher" education would be sufficient for most students without a master's degree.
