Enterprise workforce scheduling isn't just "assign people to shifts." There are five distinct levels of scheduling complexity, and most WFM platforms only handle the first two.

Level 1 (Standard scheduling): Names on the left, dates on top. Assign shifts with start/end times and roles. Copy-paste for repeating patterns. Simple and effective for basic operations.

Level 2 (Rotational patterns): Predefined cycles (2 on / 3 off, 21-day rotations, non-standard cycles). Critical for 24/7 operations where people follow long-term rotation schedules.

Level 3 (Modified rotational patterns): People hop on and off patterns mid-cycle, like jumping between train routes while they're in motion. Requires effective dating and careful work cycle management.

Level 4 (Work packages): Items that sit within shifts. If the shift defines when you work, work packages define what you work on within that shift. Multiple packages per shift, each tracked separately. Compliance rules apply at the shift level; labor distribution happens at the work package level.

Level 5 (Automated rostering): Demand drives the schedule. The system automatically assigns the right users to demand based on qualifications, availability, and compliance constraints. The most common approach in large enterprise operations.
