A major tragedy has occurred in a city that was supposed to be celebrating a major holiday—Eid al-Fitr. The atmosphere here is very tense now: everyone is grieving, everyone is confused.
It's impossible to be prepared for what happened here. Although, judging by law enforcement reports, prevention of exactly these kinds of attacks on social media was constantly underway.
Having arrived in Kazan, we decided to answer two questions. Was some mistake made here that made this tragedy possible? And is there even a system that can identify a terrorist like Ilnaz Galyaviyev before he takes up arms? Or is this, like serial killers, a threat that will always be with us?
