Game is locked to 30fps in both scenarios, but Smooth Motion adds a frame between every two frames via drivers, so it's not as effective as DLSS but it serves as an alternative when games do not support DLSS frame generation.
Problem is, this AI generated frames are more effective when the base framerate is 60fps or more, so you can see plenty of artifacts, specially around Link, but at least the image looks way more fluid in my opinion.
