Bachelor’s degree in Norway: FREE COLLEGE EDUCATION for INTERNATIONAL STUDENTS
BACHELOR’S DEGREE – FREE EDUCATION (AND SCHOLARSHIPS) IN NORWAY
Bachelor / Undergraduate Programs in English
The large majority of bachelor programs require documented Norwegian skills before you can start. All bachelor programs have some courses in English (for exchange students) but to do the whole program you generally have to be fluent in Norwegian. How you can meet the Norwegian language requirements: http://www.samordnaopptak.no/info/eng...
There are a few bachelor programs that are taught entirely in English where you don’t need to know Norwegian to start. The ones I have found:
Bachelor of Science in Biology – Nord University http://www.nord.no/en/studies/biology...)
Bachelor of Circumpolar Studies – Nord University http://www.nord.no/en/studies/circump...)

There are also some private colleges that offer bachelor degrees taught in English. These colleges do charge tuition:

Tuition fees (FREE – NO TUITION)
Completing a university degree is considered to be an expensive endeavour and tuition fees are usually making up the bulk part of the cost. This is not the case in Norway where public funding secures free education for both Norwegian and international students.
The majority of Norwegian universities and state university colleges are publicly funded and the Norwegian government considers access to higher education for all to be an important part of the Norwegian society. Thus, as a rule, Norwegian public institutions do not charge tuition fees. This also applies to international students, no matter which country you come from.
PRIVATE UNIVERSITIES
Private institutions charge tuition fees for their degree programs, but the fees are usually significantly lower than those of comparable studies in most other countries. Also, international students are treated equally to the Norwegian students, and are not charged with higher fees.
Part-time work
Many international students hold part-time jobs when studying in Norway. It is a good way to learn and practise your Norwegian, and increase your budget. You should, however, be aware that there are restrictions on how much you can work beside being a full time student.
Generally, a student residence permit does not cover the right to take employment in Norway. However, if you are granted a study permit, you are automatically also granted permission to work part-time.
• EU/EEA students do not need a work permit, and can work in Norway after they have registered with the police.
• Non-EU/EEA students can work 20 hours pr week during their first year of study. Beware that when renewing the study permit the part-time work permit is not automatically renewed. To renew the work permit the students have to document satisfactory progress in their studies. Please consult your institution.
