You can tweak scratch disk settings in the Preferences --Scratch Disks section.
Choose Edit -- Preferences -- Scratch Disks (Windows) or Photoshop -- Preferences -- Scratch Disks (Mac).
In the Preferences dialog, select or deselect the active check box to enable or disable a scratch disk. To change the scratch disk order, click the arrow buttons.
Click OK. To apply the changes, restart Photoshop.
The problem 'scratch disks are full' in photoshop means there isn't enough space on your hard drive. Press Ctrl + K to open preferences, go to performance and check what hard drive photoshop writes to and how empty it is. If the hard drive is almost full - that is your problem, you need to delete data for the scratch disks to have enough space.
If your problem persists despite having a lot of hard drive space, it's very possible that you have a very fragmented hard drive which means there isn't enough free unfragmented space for photoshop to write it's temporary data to, to fix this, download defraggler and run it on your scratch disk hard drive and it should fix the problem
