Surface Pro 4 Dock - Monitor Flashing When Screen Turns Off

I have my Surface Pro 4 configured to turn off screen automatically after 5 minutes. When that happens, if the tablet is connected to a monitor through the Surface 4 dock, monitor starts flashing like this. I am using Belkin Mini Displayport to HDMI adapter. The monitor is Asus VE247. The blue dialog is saying "HDMI no signal".
