This liquid isn't water, but a dielectric fluid, a special liquid that doesn't conduct electricity and can coat electronic components without damaging them. When the computer heats up, the liquid boils and turns into steam. As it rises, this steam cools upon contact with a condenser, condenses back into liquid, and then falls back into the tank, creating a continuous, fanless cooling system.
