No Relief to over 6,000 NGOs with lapsed FCRA licenses | What is FCRA? | Explained
The plea filed by Global Peace Initiative, an organization incorporated in the Texas, USA, and Dr KA Paul, founder of the organization has sought direction to the Centre to extend the validity of registration of those organisations that had failed to apply for renewal of registration, till such time as COVID-19 continues to be a 'notified disaster'. The cancellation of licenses can have a debilitating effect on the COVID-19 relief efforts, said the plea. The petition stated that the role of NGOs in helping combat the pandemic has been acknowledged by the Central government, the Niti Aayog and the Prime Minister's office itself and cancellation of the licenses of close to 6000 NGOs at this time will hamper relief efforts and lead to denial of aid to citizens in need.
The Supreme Court has turned down a plea for interim relief to allow the continuation of Foreign Contribution Regulation Act licenses which were valid until the end of September 30, 2021, of non-governmental organisations. The Union government told the apex court that registrations of 11,594 NGOs, which applied within the cut-off date, have been extended. Taking note of Solicitor General Tushar Mehta’s submission, a bench headed by Justice A.M. Khanwilkar refused to pass an interim direction that FCRA registrations of all organisations that were valid as on September 30 last year ought to be continued until further orders. The FCRA registration is mandatory for any association and NGO to receive foreign funding.
