Fallout 4 - The Disappearance | Side Quest
When you go to Valentine's Detective Agency at the start of the main quest, "Get a Lead," you'll receive the miscellaneous objective "Check the Detective Files." You'll then need to examine the "Earl Sterling Case File" on the desk in that same room to begin this side quest.
