With only a binary output on a GPIO pin, you only can send current, or don't send current at all, which mean the LED will be either on or off.
PWM is a way to regulate LED brightness (or DC motor speed) with sending pulses of current instead of a continuous current.
Example : for a given duration (say 0.01 second) , you spend 30% of this duration (aka 0.003 seconds) to send current, and 70% not sending current (aka 0,0007), and indefinitely repeat it, your LED will bright at 30% of it's full capacity
