PDF is a file extension for a format. PDF stands for "Portable Document Format." The program used to create and open PDF files is called Adobe Acrobat.
Adobe Acrobat is a suite of software programs developed by Adobe Systems designed to view, create, and modify PDF files. Creating a table of contents for a PDF file is not a default function of Acrobat, but it is possible to create a PDF table of contents with a few links. In this tutorial, you will learn how to create a PDF table of contents.

Step #1 - Create a Non-Interactive Table of Contents in Word
Launch Acrobat and open the document in which you want to create a table of contents. Then, open Microsoft Word and use this program to create a non-interactive version of the table of contents. Go to the PDF and copy and paste each heading you want to appear in the table of contents into Word. Once you have done this, save the Word document and make sure to select the PDF option from the drop-down menu.
Step #2 - Insert the Table of Contents into the Existing PDF Document
Go to Acrobat and click the "Insert from Another File" icon located at the top of the program. Find the table you just created and click "Open." From the drop-down menu, select "Before," then choose the first page and click "OK." You will now see that the table of contents has been added to the front of the PDF document.
Step #3 - Create Links in the Table of Contents
Now you need to make the links in the table of contents interactive. To do this, click the "Tools" button located in the upper right corner of the program. A window will appear for creating the link. Among the options that appear, click the "Add or Edit Link" button and then draw a rectangle over the first heading where you want to create a link.
Set the "Link Type" to "Invisible Rectangle" and in "Link Action," choose "Go to Page View." A window will appear explaining that you must select the page to link to. Choose it from the thumbnails and then click "Set Link." Repeat this action for the remaining buttons.
Step #4 - Complete the links and test them
Now that you've established the links between the pages and the table, you can test if they work. To do this, save the PDF and close it. Open the file again, and when you hover your cursor over the link, you'll see that it's interactive. Simply click to go to the linked page.
