18650 - How to measure battery capacity using the charging and discharging method

The requirement is that we must know the specifications of the battery to be measured, at least knowing
1. Full How Many Volts
2. Empty How Many Volts
3. Maximum load current How much. because giving different loads can produce different measurements. The details go back to the battery datasheet
