One paragraph in an official US government UAP report describes about a hundred airborne objects off Virginia, two vessels underneath with nobody aboard. No date. No conclusion. Still under investigation — and it is one entry out of 319 from a single year.

Since 2022 a US Department of Defense office has had one job: explain these. In the year covered here it closed 114 cases — balloons, birds, satellites, aircraft, drones, one rocket launch, and one man wearing a jet pack. 191 were shelved for lack of data. Nine went for further analysis. So the interesting number was never 319. It is what is left after the subtracting.

This episode stays on the record first: what the reports actually describe, why the office's own stated problem is bad data rather than secrecy, and the official finding that there is no verifiable evidence of extraterrestrial technology.

Only then does it look at the explanations people reach for — clearly labelled as explanations, not evidence. Fermi's 1950 lunch-table question. The 1973 zoo hypothesis, where the silence is deliberate. The 2001 spaceflight-journal version, where the view itself is arranged. The flat-sheet geometry that would make instant acceleration, no exhaust plume, and radar contacts that blink out look completely ordinary. And time treated as a room rather than a river.

None of that is proven. Three things are documented: military sensors keep recording things trained crews cannot identify, a government office keeps subtracting explanations from that pile every year, and after all the subtracting the list still refuses to reach zero.
