Assassin's Creed Japan has been discussed internally at Ubisoft for over a decade, in fact, Ubisoft submitted 2 community polls in 2012 and 2019 with "Warlords Battles in Feudal Japan" appearing on both of those polls.
Lots of leaks to go through here which point to this AC Japan game being the first game in the Assassin's Creed Infinity Platform arriving in 2024 which is described as being a live service platform.
I also reckon this AC Japan game will be just one game of many games that are set across different time periods in history and as new installments and expansions are released, they’ll be added to Infinity Platform to contribute to a larger storyline or goal that unifies the complete assassin’s creed experience.

Ubisoft is also still planning another new open-world Assassin’s Creed game called Project Red with Bloomberg’s Jason Schreier reporting Project Red is actually part of Infinity, rather than a separate game.
According to two sources familiar with its development, it will be set in Asia. VentureBeat’s Jeff Grubb previously reported that the game might be set in Japan, and while Kotaku can’t yet confirm that, sources said that setting, in addition to being long requested by fans, has long been discussed internally.
