Steam Cloud not syncing fix! (November 2025)
This is a common issue and unfortunately, most online resources don't address the last point which solved the issue for me.
(NOTE - If you get stuck in any of the steps with Steam errors or popups like 'Finishing Cloud Sync' which keep loading forever or you are having issues restarting your device if Steam is not closing properly, try jumping directly to the last step!)
