‼️ SEAT ALLOCATION: MY RESEARCH ‼️

I did some amateurish digging. Here are the results. Subject to change.

FIRST OF NOTE: After the law was passed, there were 424 days to get the system up and running. But they didn't, even though it's standard practice to implement it immediately and then test it thoroughly.

They did absolutely nothing.

So, my final question is: WHY?

Chronology:

There is a

"Draft Law of the State Government: Law on Elections to the Saxon State Parliament (Saxon Election Law – SächsWahlG)"

Document 7/12944

This draft law was introduced by the State Government on March 28, 2023. He proposes changing the seat allocation method for elections to the Saxon State Parliament from the D'Hondt method to the Sainte-Laguë method.

The 39th meeting of the Committee on Internal Affairs and Sport took place on June 22, 2023.

The document was again discussed under agenda item 8. I was unable to determine who was participating in the discussion. The meeting schedule states:

Lead committee; advisory committee: Committee on Constitutional Affairs and Justice, Democracy, Europe and Equality

In the 73rd plenary session on July 5, 2023 (starting at 10:00 a.m.), the aforementioned document was put to a vote under agenda item 5.

A final vote was held.

The AfD rejected the bill.

Reasons given included the significant costs.

Ulbrich (AfD): "Furthermore, the statement in the draft that this would be cost-neutral is not entirely accurate; anyone who has studied the statements from cities and municipalities as well as the district election officers will have noticed that several concerns were raised. These concerns referred to the coalition's draft, which proposed significantly fewer changes. Even minor adjustments to electoral districts result in increased preparation workload and/or higher personnel costs."

Criticism of the change to the seat allocation procedure:

The AfD expressed concerns about the change from the D'Hondt to the Sainte-Laguë method. The AfD argued that this change could disadvantage larger parties like itself, since the Sainte-Laguë method tends to allocate more seats to smaller parties. They saw this as a potential ploy to politically weaken the AfD, particularly by disadvantaging rural areas in favor of urban centers.

Claim of discrimination:

It was implied that the change to the procedure might have been deliberately made to diminish the AfD's political successes and reduce its influence.

Finally, the cost factor was also raised.

The law was passed by a show of hands with a large majority, against the AfD's vote.

424 days later, it turns out that while this law exists, no one has updated the software.

This discovery proves the AfD's reservations, as it loses its blocking minority.

However, it only took a few hours to realize all of this. Hats off to them!

So:

1. It's mentioned that changing the seat allocation procedure requires an adjustment to the IT systems of the state election commission.

2. The AfD points out that this could be detrimental to them. They reject it.

3. Everyone else agrees. Law passed.

4. Law passed. Nothing happens.

5. To this day.

6. AfD loses its blocking minority. Boom.

And I'm supposed to believe this "software error"? So, at the very least, the "software error" is a serious failure on the part of those responsible, or at worst, deliberate negligence to keep a trump card up their sleeve.

Clarifying this should be the task of a special committee.
