Stamina Arcanist 116k+ DPS | ESO Update 38 Necrom PTS Week 1
My personal best day 1 Arcanist parse in TESO Necrom PTS (Week 1). Note that the PTS is currently experiencing a nasty bug where passives don't work at all. I recorded a 115k parse, but my best parse with the exact same build hit 116k DPS.

I have personally found two good ways to set up an Arcanist DPS, both of which revolve around the powerful Fatecarver ability as Arcanist's primary DPS skill. The first is to combo Cephaliarch's Flail (stamina execute morph that builds crux) plus Exhausting Fatecarver (longer beam morph), and the second is to combo Tentacular Dread (stronger damage buff that consumes crux) + Pragmatic Fatecarver (shorter and cheaper beam morph). For the first option you always keep up Cephaliarch's Flail 5% damage buff on the target, and use it as your main spammable/crux builder when below 50% HP. For the second option I find that two casts of Pragmatic Fatecarver combos quite well with a fully buffed Tentacular Dread cast in a ~20s rotation. Option 1 is mostly for stamina builds, but option 2 can be adapted to either a stamina or a magicka Arcanist.
There are a few ways to set up gear on your Arcanist. One way is to frontbar and backbar proc sets plus a mythic and a monster set (e.g. Deadly FB + Depths BB + Velothi + Zaan). The new Velothi Ur-Mage's Amulet is far above any other choice of mythic. Another setup is to body and frontbar a 5-piece plus a mythic and an arena weapon backbar, which I did in this video. Either way Deadly Strike is extremely strong on the Arcanist, since Fatecarver contributes to up 45% of your overall damage.
In this video I use option 1 as a stamina Arcanist, with Coral Riptide (body) + Deadly Strike (fb) + Velothi + vMA Inferno. I double bar crit so I'm able to run heroism pots. The parse in the video is far from perfect and it remains to be seen what the optimal Arcanist setup/rotation is. It's difficult to compare class/build numbers in detail until we get a fix to passives not working.
