To do it, it's extremely simple.
Just add the Image, photo, video, object or PNG on the timeline then locate the object which you placed before but on the the preview window now. Right Click on it, select "Add Visual Effects" and select "Motion Blur". Congrats! Now you can also decrease or increase the intensity from the "Proprieties" Menu.
