To construct the Gender Development Index, the following steps are taken:
Choose indicators for each of the three dimensions of human development: health, education, and income. The indicators selected should be relevant to gender disparities and be available for all countries. The UNDP uses the following indicators:
Health: life expectancy at birth
Education: mean years of schooling for adults (aged 25 years and above) and expected years of schooling for children (aged 5 years and above)
Income: Gross National Income (GNI) per capita
Normalize each indicator to a scale of 0 to 1 using the formula:
Normalized value = (actual value - minimum value) / (maximum value - minimum value)
The minimum value is the lowest observed value for the indicator, and the maximum value is the highest observed value.
Calculate the GDI for each country using the formula:
GDI = (HDI_female / HDI_male) * (1 - Gender Inequality Index)
where HDI_female is the Human Development Index (HDI) for females, HDI_male is the HDI for males, and the Gender Inequality Index (GII) measures gender inequalities in the same three dimensions as the GDI (health, education, and income).
The GII ranges from 0 (complete gender equality) to 1 (complete gender inequality), and is calculated using the same indicators as the GDI, but with different weights and normalization methods. The formula for the GII can be found on the UNDP website.
Rank the countries by their GDI values and compare them to their HDI rankings. A country with a higher GDI than HDI indicates that women in that country are relatively better off than men, while a country with a lower GDI than HDI indicates that women in that country are relatively worse off than men.
The GDI is a useful tool for measuring progress towards gender equality and identifying areas where more work is needed. However, it has some limitations, such as its reliance on certain indicators and the fact that it only measures disparities between men and women, rather than the actual level of development in a country.
