If you want to run real virtual machines on a Raspberry Pi instead of containers, this video shows exactly how to do it using KVM and libvirt. I walk through installing the virtualization stack, creating a Rocky Linux VM, configuring networking, and even cloning the VM so you can run multiple systems side by side.

This is full hardware virtualization on a Raspberry Pi, not Docker or LXC. Using KVM and virt-install allows you to run complete Linux distributions with their own kernels, networking, and services, just like you would on a standard hypervisor.
