I ran Federation jobs between: Exphiay and Canopus as well as Ceos and Sothis. The latter are good systems for passenger missions so you may as well use them for that to to get your reputation up.
Start with donations and delivery missions for data (or goods if you have cargo space). Choose payouts with most REP. Once cordial or friendly you will see the naval missions appear at the top of the mission list. Grind those. Shouldn't take long. Avoid Wetwork missions.... Big payouts but you'll have serious enemies for a while as I found out and edited out of this video. Get to rank: Petty Officer.
