Terraria Journey's End brings a complete revamp of the NPC housing system. Instead of shoving NPCs into a central base, they have a happiness meter, with some NPCs preferring specific biomes and companion NPCs.
With 3 or more NPCs in biome, you get a "town" of NPCs that provides protection against enemy spawns and (if you do it correctly) a pylon that allows for travel between other pylons.
