Persona 5 Royal (PC) has a Framerate Drop Problem on Kichijoji.... (READ DESC)
I am indeed using a 3060 laptop (Only 95W tho) and it recognized the game as not too power hungry, so it uses only 45-50W in game compared to another demanding game like Like A Dragon 7, but this is quite annoying that it happens on other PC users where the FPS drops on crowded areas. Most visible drop happens around Kichijoji, an area where most of the time is empty compared to Shinjuku/Red Light and Underground Walkway. Someone else on Reddit with a 1070 and 2070 have this problem on a higher setting than me. There are also drops on the other populated areas to 55 FPS but it is ofc not as noticeable than Kichijoji, really weird. I am using all maxed out with DoF off and 150% Render Scale.
