On March 5, 2026, the Tobacco Monopoly of Thailand (TOT) held a signing ceremony for a memorandum of understanding on ethical conduct between TOT, the Anti-Corruption Organization (Thailand) or ACT, and the leaseholders. TOT selected three projects based on the most favorable bidding conditions:

1. “Chiang Rai Tobacco Office Warehouse Plot, Chiang Rai Province”: A 10-year lease agreement was won by ChivaCare Co., Ltd., which will develop the area into a health center, nursing home for the elderly, and rehabilitation services for patients, addressing the needs and improving the quality of life for people and the elderly in Chiang Rai Province.

2. “Ban Phai Tobacco Office Staff Housing Plot, Khon Kaen Province”: A 30-year lease agreement was won by PTT Oil and Retail Public Company Limited (OR), which will develop the area into a comprehensive fuel station. And the retail business (Lifestyle Community), which will be a key mechanism to stimulate the economy, create jobs, and distribute income to the community in Ban Phai District in a tangible way.

3. “Warehouse R.Y.S. 1, Charoen Krung, Bangkok” – a 10-year lease agreement, won by Rods Antique Co., Ltd. The project focuses on conservation-oriented development of the building and its architecture to become a valuable historical heritage, under the condition of renovating the conservation building according to the Fine Arts Department's recommendations, coupled with commercial space management to create a new economic hub for businesses, shops, and event spaces on Charoen Krung Road.
