Include and Exclude filters in Power BI visualization are explained in this video

For analyzing a single point and filter out the remaining points, you can use the include filter
For filtering out one point and keep the remaining points, you can use the Exclude filter
Right click on the visual and select the filter options.
Both the filters will be shown in the filter pane after selection.
