In Windows, the Power Plan function allows users to adjust the power usage and performance of their computer. One of the advanced settings in this function is the ability to limit the processor's maximum state. This can be particularly useful when you want to reduce the noise from your computer's fan, which can spin at maximum speed when the processor is working hard.

To adjust the CPU speed, first, go to the Control Panel and select 'Power Options'. Then, click on 'Change plan settings' next to the power plan that you're currently using. Next, click on 'Change advanced power settings'. A new window will open with a list of power options.

Scroll down to 'Processor power management' and expand this option. You'll see 'Minimum processor state' and 'Maximum processor state'. The 'Maximum processor state' option controls how much of the CPU's capacity can be used. By reducing this percentage, you can limit the CPU's maximum speed, which in turn reduces the speed at which the fan spins, leading to a quieter user experience.

For example, if you set the 'Maximum processor state' to 50%, the CPU will only run at half its maximum speed. This means the fan won't need to spin as fast to cool the processor, reducing the noise it makes. Remember, this might slow down your computer's performance, so it's a trade-off between noise and speed.

When you need more power for performance, you can simply go back to the 'Processor power management' settings and increase the 'Maximum processor state' to a higher percentage or back to 100%. This will allow the CPU to run at its full speed again.

Remember, adjusting the CPU speed can affect the performance of your computer, so it's important to find a balance that works for you. Always monitor your system's performance and adjust the settings as needed. This way, you can enjoy a quieter user experience without sacrificing too much performance.
