Reference standard is also known as primary standard and is provided by the pharmacopoeial bodies whereas working standard is known as secondary standard and it is prepared in QC lab.
A working standard is used for routine testing and analysis whereas we don't use reference standards for routine testing.
What is the reason we don't use reference standards for routine testing?
The reason is that it is provided in a small quantity and is very costly.
