I have uni installed in this game folder, but I have used this way also without the University expansion. Make sure you build your apartment building to fit the hidden and public markers functionality and not the other way around.

I'm using Mastercontroller with this, but that's because of the sliders needed for my sims. I'm just mentioning it in case it actually does make a difference.
