STEPS
You have to ensure that the Archive feature is turned on and you can do this by visiting story settings under settings and privacy.
After selecting the photos to be used, then publish them in your story. You will then be able to set up your Facebook story highlight by clicking on the 'Star Icon' at the top corner of your story.
The second method is to first archive the photos on your story you want to use to set up the highlight then visit your Facebook profile page to access the archive folder and set up the new story highlights on Facebook.
