To find him, you have to of completed the game (just enough to have seen all of the Pichu Bros.) Once you report this to Prof. Oak, he should tell you he has a surprise for you tomorrow.
The next day, he will tell you it should be coming soon. That's when Jirachi comes in to take you to the campfire. The Star Projector (your present) will air Pichu Bros. full length in the sky.
He can also be found at the campfire every Sunday, after this event.
