This game is Iji! A simple indie platformer from 2008. You play as Iji Kataiser and go on an adventure to save your own ass and hopefully the world.
This is the leadup to the final boss on a True Pacifist run. The video begins at the teleporter into the safe area and shows you most of the stuff in that area. You then get to see someone who is mediocre at video games get their shit slapped around by General Tor, followed by the best ending: Pacifist ending/Saved Dan/All Tasen survivors alive
