Francesca can be found in Beverly Hills after you have completed the story events in Venice Beach where zombie parts become available and will require you to complete 7 side quests throughout Beverly Hills collecting various zombie parts as you go.
If you leave Francesca until after after you have finished the main story, you will more than likely have enough zombie parts to get the job done anyway.
