Safe Outdoor Shooting Guide with Smoothbore Shotguns 2026

General requirements for shooting (summary):
Valid license/permit according to the type of weapon (carrying-possession / smoothbore shotgun license / rifled hunting rifle license, etc.)
Obtaining the weapon and ammunition in accordance with regulations (Selection of shotgun shells for flying game quota, single bullet shells for wild boar hunting quota)
A safe and authorized shooting environment (the safest: a licensed/authorized shooting range or authorized shooting area)
Shooting in open areas is not "allowed everywhere"
Actions such as "shooting without reason" in residential areas/roads pose both security risks and penal/administrative sanctions. * The act of shooting a weapon; Depending on the circumstances, it may be considered "endangering public safety" (Turkish Penal Code Article 170) and may become subject to legal proceedings. * Shooting at targets/practice in open areas with a smoothbore shotgun is a grey area. In practice, it can be done in a safe and suitable area outside of residential areas, however:
– If you give the impression that you are hunting (during or outside the hunting season), you may be asked for your hunting license and hunting quota/stamp or a 2+1 choke on your weapon during an inspection. These documents are generally required for shooting in open areas during the hunting season.
– In case of an inspection outside the hunting season, you may need to prove that you are not hunting and are only practicing/shooting at targets (carrying evidence such as target paper and shooting setup is helpful). In some cases, the criterion of being at least 500 meters away from a settlement/road may be required by law enforcement.
Handgun (rifled weapon) shooting should only be done in licensed indoor/outdoor shooting ranges. Shooting with a handgun in open areas is prohibited and leads to severe penalties.
Target shooting with rifled shotguns should also be done safely in designated shooting ranges. If done in open areas, the rules for smoothbore shotguns mentioned above may apply similarly, but the risk is higher due to the range and penetrating power of rifled weapons. A hunting license/quota is not mandatory for target shooting, but it can create problems during inspections if it gives the impression of hunting.
Therefore, the safest and most correct approach in practice is always to use an authorized shooting range or licensed firing range.
Why is the distinction between rifled and smoothbore important?
Rifled (pistols/rifled shotguns/rifled hunting rifles, etc.) and smoothbore (shotguns, etc.) weapons are subject to different regulations and permit processes. * Your license type (carrying/possession) and weapon class directly affect where you can possess/carry the weapon, how you can transport it, and where you can shoot. * If you have a rifled hunting rifle or pistol with a possession license, you are only permitted to use it in shooting ranges with police permission. Shooting outdoors without a permit and without supervision is strictly prohibited.
