PS1 style vertex snapping in blender - Free addon
I've been trying to emulate this effect in blender for a while now, and this is the closest I've gotten. It's not perfect, but I think it's good enough for small/simple scenes.

For installation, it's just like any other addon. Go to the preferences, addons and install the .py file
