Tempo is the means in which we create the rhythm of our voiceover, and rhythm gives us a story within itself.
For example: Speaking fast gives us a sense of urgency and the importance of taking action. This is kinetic energy.

Speaking slower gives a sense of focus and concentration; more of psychological energy. This is thought-provoking and intense.
Being able to manipulate tempo for telling your story can add a powerful tool in your arsenal of voice acting skills.
