Yoimiya is probably one of the most undervalued Unit in the game.
The main issue is that Majority of Players She her the same way as They see Hu Tao and Diluc. so obviously, She'll look bad in comparison. because She works slightly different.
As C4 Diluc main myself, I can confidently say this:
C0 Yoimiya IS without a doubt, Stronger than even C4 Diluc.
