Florida's Department of Highway Safety and Motor Vehicles (FLHSMV) petitioned the Federal Motor Carrier Safety Administration (FMCSA) for a change in how commercial driver license (CDL) skills tests are conducted. Specifically, they wanted third-party testers to have the discretion to continue testing applicants who fail the pre-trip inspection portion.
