Digital Integration's Tornado - Toying with Frankie Kam's modded SAM having no fuel aboard
Using Frankie Kam's latest mod this clip shows how the SAM won't fire at a dried up Tornado being in range of the surface to air missile. Actually the original programmers did everything accurately right to let the SAMsites fire no matter what fuel condition, because heat can't dissipate that fast and modern heat seekers are really smart.
