To unlock Wriothesley Story Quest, you will need to meet some requirements, such as having an Adventure Rank 40 or above, completing Archon Quests Chapter 4 Act IV "Cataclysm's Quickening!"
The Gardemeks are no match for you and Wriothesley, and Dougier falls into a panic. In this state, he chooses to level a gun at Paimon, only to be subdued by the onrushing Wriothesley. Dougier struggles, claiming that the Duke should set an example and not use wanton violence, as per the rules - the Duke opts to give the man a practical show of who, exactly, makes the rules in the Fortress.
