What are people really afraid of in the fortieth millennium? Space Marines know no fear, Guardsmen fear Commissars, and planetary governors tremble at the thought of only one thing—a scheduled Adeptus Administratum audit.
Meet Cornelius Shtamp. Junior Inspector of the Financial and Sanitary Supervision Service. A man whose soul harbors neither the light of the Emperor nor the darkness of Chaos—only the paragraphs of GOST and SNiP regulations. He was tasked with a simple inventory of an abandoned warehouse, documented as a "fertilizer storage facility."
The problem is, a powerful Cult of Nurgle has been established there for a hundred years. But Cornelius isn't afraid of flies, rot, or the Great Unclean Ones. He's terrified by the lack of water meters, the illegal redevelopment of the cavern, and the unaccounted population of flies, on which taxes haven't been paid for the last hundred and fifty years.
Will the higher magic of Chaos be able to resist the demand for a fire safety certificate? Will the Great Unclean One understand why "only the Ministry of Education accepts taxes through suffering"? And why did the daemons ultimately decide that the Warp is safer than waiting in line for a tax auditor?
We delve into the most stifling, chthonic, and vital absurdity of the Imperium of Man!
👇 A question for the citizens of the sector:
Confess in the comments: have you encountered such "Cornelius" in real life? Who has been issued fines by the Sanitary and Epidemiological Service, the fire department, or the tax office that seemed more absurd than the Gardens of Nurgle? Whose inspector measured their doorframes with a tape measure or demanded a fly report in the office? Share your wildest stories of bureaucratic hell; I'll read the best absurdities in the next videos!

📌 About the creation of this video:
This video is a unique, original project. It was created using the "Human-in-the-loop" approach – the integration of neural networks under the author's strict manual control to visualize the story.
• Written and directed by: Legends of the Imperium (the script was hand-written based on an in-depth study of Warhammer 40k lore).
• Visuals: Illustrations generated using AI (Midjourney / DALL-E) based on my own frame-by-frame prompts to achieve the style of a dark graphic novel.
• Voiceover: Created with ElevenLabs, with my detailed manual adjustments to pauses, intonations, and stress.
• Sound design and editing: Hand-mixed in Premiere Pro / DaVinci Resolve with the addition of unique sound effects (SFX) of creaking metal, factory turbines, and crowd whispers to create a unique audio atmosphere.
