New World Luck, RNG, & Loot Tables (Drop Chances)
Information from this video is no longer accurate with the current version of New World. As such, I wanted to keep this video around for historical purposes. That said, I've removed it's viability through generic search engines, but a direct link to the video still works.

Covering how loot works in New World via Loot Tables. The information is only basic and doesn't go too deep into the advanced stuff so that you can get a better understanding of how New World does loot.
New World is setup to use loot tables similar to D&D.
D&D is setup to use a 100 sided dice most of the time. The Game Master will roll the D100 and then look up the loot table to see what the adventures earn.
In some cases the Loot table will point to another loot table for more treasure such as magical items. In some cases the Loot Table will point to no loot and the adventures are awarded with nothing. There are many loot tables to select from in D&D and its up to the Game Master to roll on the proper loot table based on what happens in game. For example if adventures encounter a challenge rating of 5 then the GM should roll on a table that is on par with a CR 5 table.
For the Closed Beta, New World was setup with 634 different loot tables. Think for a second of all the objects/monsters/chests/harvesting nodes that you can obtain loot from in New World. Each one of those entities is tied to a loot table in some way or another or it wouldn't drop any loot. Even the super special named monster only loot.
There are variances of loot tables based on what you are mining. Small/Medium/Large which provide you with different yields.
The loot tables are setup with a Max Roll, Logical Type AND/OR, an ID, items and item's changes are all connected to a loot table. The video goes over the OreVeinFinishMedium loot table and explains how the rolls work. Sometimes there are loot tables in loot tables. Its possible to get a T4 Gem from mining Iron Veins. (Rare, but possible)
There are 17 Trade Skills in new World. 10 of them make use of the ROL bonus. Gathering luck increases the chances of finding rare items, unless it is an Oricalcum Spire, Oil, or a veggy. Refining luck increases the changes of you yielding more materials while refining.
Percent % Vs. Number # Bonus when talking about Luck. Percent % will always be the same percent no matter on what it rolls against. Number # is dynamic and the % chance changes based on what the Max Roll is on the loot table. Making the # values worth more than the % values.
Conditionals. The conditions that are required for you to roll on a loot table. For example fresh water fishing will only access the fresh water loot tables. New World Fans breaks this out decently.
Thats the basics about Loot tables. There are a few other things like Global Bonus Luck, TrueLuck, Loot Buckets, and Global Modifier, however these are still in the testing phase and need some additional information to determine how they exactly work.
